Atta Abboah-Offei holds Master of Public Health (MPH) from University of Ghana, Legon, B.Sc. (Hons)
Chemistry & Diploma in Education from University of Cape Coast and Certificate In Ministry from Trinity
Theological Seminary, Legon.
Atta has over twenty seven years’ experience in Health, Safety & Environment (HSE) Management
Systems in both Green and Brown Fields. He was among the initial HSE Team that developed and
implemented HSE Management Systems in Qatar Aluminium Ltd (QATALUM), a Green Field
Aluminium Smelter in Mesaieed, Qatar, from the Construction to Commissioning through to Operational
Phases. (QATALUM is a 625,000 mtpa Aluminium Smelter). Prior to joining Qatalum, Atta worked with
Volta Aluminium Company Ltd (VALCO, Ghana). He helped re-start VALCO (a Brown Field) on several
occasions, without any injuries or property damages. He managed HSE in the Company (VALCO,
Ghana) for four (4) years.
Atta was among a three-member Team that developed the framework for M.Sc, Occupational Health
and Safety Syllabus for School of Public Health, College of Health Sciences, University of Ghana,
Legon. Atta has gone through extensive Professional Development Programmes in Ghana, USA,
Brazil, Nigeria, Qatar, United Arab Emirates (UAE), Norway and Morocco.
Atta’s experience in HSE includes, but not limited to University Teaching & Research, Consultancy
Services, Comprehensive Occupational Hygiene Management Systems & Exposure Assessments
(both Qualitative and Quantitative), Training, Competency Development, Policy/Procedure
Development & Implementation, Hazard Identification & Risk Assessment, Inspection, Auditing,
Measurement & Evaluation, Contractor Safety, Comprehensive HSE Management Systems and HSE
Instrumentation & Equipment Management.
Atta is a Certified Lead Auditor in ISO 14001, OHSAS 18001, HSE Audit Management Systems and
holds Certificate in Safety Management (USA – International Association for Continuing Education and
Training – IACET) and Certificate in Operational Hazard Analysis.
Atta was the Project Team Leader in ISO 14001 & OHSAS 18001 Certification in QATALUM between
2013 and 2015. The Company achieved the combined Certification in only one attempt in August 2015.
He was the Consultant to the Ministry of Energy (Republic of Ghana) HSSE Management System
Development, which developed, published and launched HSSE Manual for Energy Sector
Organisations on 26th June 2019.
Currently, Atta chairs the Technical Committee on Occupational Health and Safety at Ghana
Standards Authority, in the Republic of Ghana. He is also the HSE Consultant to Zoomlion Ghana Ltd,
the foremost Waste Management Company in Ghana.
Atta, through his Consultancy, INSTITUTE OF HEALTH, SAFETY, SECURITY, ENVIRONMENT AND
QUALITY (IHSSEQ), holds the franchise for INDUSTRIAL SCIENTIFIC CORPORATION, USA,
products in Ghana. Atta holds Membership of two Professional HSE Bodies: American Society of Safety
Professionals (Member #:55305 and American Industrial Hygiene Association, Member #:180042).
